How to Use CUI Network Notice and Consent Warning Labels
CUI Network Notice and Consent Warning Labels are used to provide a visible privacy and security notice before users access systems, equipment, or terminals that process, store, transmit, or provide access to Controlled Unclassified Information.
These labels are especially useful for legacy systems, manufacturing equipment, CNC machines, test equipment, lab systems, stand-alone engineering workstations, air-gapped systems, enclave entry terminals, shared CUI workstations, and operational technology environments where an electronic login banner may not be technically feasible.
Apply the label on or immediately adjacent to the system display, control panel, terminal, monitor, laptop, equipment interface, or access point so the warning is visible before the user interacts with the system. The label should be placed in the user’s direct line of sight and should not be hidden, blocked, or placed where it can be missed during normal operation.
These labels are designed to support privacy and security notice requirements by informing users that the system is not private, is monitored according to U.S. Government requirements, and is restricted to CUI-authorized access only.
For best results, use these labels as part of a broader compliance process. Organizations should also maintain a system use policy, CUI handling procedures, user acknowledgement process, training records, and evidence showing where notice and consent labels are deployed and maintained.

32 CFR 2002.20(a)(8) states that, “When it is impractical for an agency to individually mark CUI due to quantity or nature of the information, authorized holders must make recipients aware of the information's CUI status using an alternate marking method that is readily apparent.” This affords authorized holders with considerable flexibility in marking CUI, but does not change the fundamental obligation to ensure the information is marked as CUI and contains necessary marking elements.
The guidance in CUI NOTICE 2020-3 clarifies the elements such alternative marking methods must still include and provides additional details for making use of some alternative methods. In a manner that is readily apparent to users and recipients, all alternate marking methods must:
(1) Include a CUI designation indicator (as described in 32 CFR 2002.20(d)) and the DoD CUI Marking Aid, DOPSR20-S-2093.
(2) Convey the information’s status as CUI.
(3) List any CUI Specified categories contained in the document or transmission.
(4) Convey any applicable distribution statements or limited dissemination control marking.
(5) Convey any special handling, marking, or dissemination requirements called for by the underlying law, regulation, or Government-wide policy related to the CUI Specified category.
Authorized holders may use alternate marking methods when transmitting CUI to external entities. If using alternate marking methods, Authorized holders do not have to place CUI markings in banners or as described in the CUI Marking Handbook or DoD CUI Marking Aid, DOPSR20-S-2093. In lieu of applying CUI markings as described in the New DoD CUI Marking Training Aid or DOPSR25-P-0275, Authorized holders may instead apply a statement that includes or addresses all of the elements described above. The Authorized holder may use the CUI Coversheet (Standard Form 901), transmittal documents, or emails to satisfy the marking and identification requirements when using alternate marking methods. In such cases, the Authorized holder does not have to mark attachments or enclosures.
